Whole Grain Muffins

1 cup uncooked old fashioned oats
1 cup whole wheat flour
1 tablespoon baking powder
1-1/2 cups skim milk
3/4 cup uncooked oat-bran
cereal from health store
1/3 cup packed brown sugar
1 large egg
1 tablespoon plus 1 teaspoon oil
1 teaspoon vanilla

Mix oatmeal, whole wheat flour and baking powder thoroughly. In a large bowl, place skim milk, oat-bran cereal, brown sugar and mix with spoon until smooth. Add egg, vegetable oil and vanilla and stir until well blended. Gradually add oat mixture, stirring just until moistened. Spoon into 12 muffin cups filling each 3/4 full. Sprinkle on tops a pinch of this topping mixture: 1 tablespoon brown packed sugar and 1/8 teaspoon ground nutmeg. Mix well and sprinkle on muffins. Bake at 400 degrees for 20 to 25 minutes.
