Hong Kong Pepper Steak

1 lb. round steak, cut in 1-inch strips
1/4 cup water
1/2 teaspoon garlic salt
1 cup celery, chopped
1/2 cup green onions, chopped
1/4 teaspoon pepper
2 tablespoons margarine
1 can cream of mushroom soup
1-1/2 teaspoons soy sauce
1 cup bell pepper, cut in 1-inch squares
1 (4 ounce) can sliced mushrooms with juice

Brown steak in margarine in skillet. Add remaining ingredients. Cover and simmer 30 to 45 minutes, or until tender. Stir occasionally. Serve over egg noodles or rice.
