1 tablespoon olive oil
3 sweet bell peppers, diced
1 white onion, diced
1 pound ground pork sausage
1 pound ground beef
2 tablespoons tomato paste
1 (28 ounce) can crushed tomatoes
2 tablespoons chopped basil, plus more for topping
2 tablespoons minced garlic
1 teaspoon onion powder
1 teaspoon garlic powder
1 teaspoon dried parsley
2 cups cooked rice
1 (16 ounce) jar pasta sauce
1 (16 ounce) bag shredded mozzarella cheese
Preheat the oven to 350 degrees F (180 degrees C).
Heat oil in a pot over medium heat and sauté bell peppers and onion until tender, about 5 minutes. Remove from heat and set aside.
Heat a large skillet over medium-high heat. Cook and stir pork sausage and beef in the hot skillet, breaking up clumps with a spatula, until browned and crumbly, 5 to 7 minutes.
Stir in tomato paste, crushed tomatoes, basil, minced garlic, onion powder, garlic powder, and parsley. Mix until well combined.
Add in the cooked peppers and onion, cooked rice, pasta sauce, and half of the cheese, then stir. Top with remaining mozzarella cheese.
Bake in the preheated oven until the cheese melts, about 5 minutes. Top with fresh basil.
