Red Chili Onion Rings

2 white onions, cut into 1/16 to 1/8 wide rings
1-1/2 cups milk
1-1/2 cups sifted all purpose flour
1/4 cup chili powder
1 tablespoon plus 1 teaspoon corn starch
1-1/2 teaspoon salt
1-1/2 teaspoon ground cumin
1 teaspoon (generous) sugar
1 teaspoon (generous) Hungarian hot paprika
Vegetable oil for deep frying

Soak onions in milk in large bowl 1 hour. Drain thoroughly. Mix all remaining ingredients except oil in another large bowl. Dredge onions in flour mixture; shake off excess. Heat oil in heavy large saucepan to 360o F. Add onions in batches and cook until golden brown, about 45 seconds. Transfer to paper towels using slotted spoon; drain well.
