Brown ground beef in skillet; drain grease.
Stir in pepper, garlic powder, mustard, soup mix and water; blend well. Mix in 1 c of the cheddar and the swiss cheese.
Pour mixture into a 9x13 baking dish; top with french fries.
Bake 20-25 minutes at 400° until fries are golden brown.
Top with remaining cheddar cheese and return to oven for 5-10 minutes until cheese is melted.
